Annual Report 2004 of the Research Institute of Geodesy, Topography and Cartography





Introduction

Goal of this annual report is to inform wide public of surveyors on results of activities of the Research Institute of Geodesy, Topography and Cartography (VUGTK) during 2004. In this year the VUGTK entered also in the 2nd half-century of its existence.

The main attention was again focused its to research tasks connected to main activities of bodies and organisations of its founder i.e., the Czech Office for Surveying, Mapping and Cadastre (ÈÚZK) and to systematic fulfilment of its own vision that sees its goal in strengthening the VÚGTK position as knowledge centre to branches of surveying and mapping, cadastre, geodesy and cartography to the branch of ÈÚZK, to academic centres and to the private sector in the Czech Republic. During joining operation of the Czech Republic into the European Union the VÚGTK becomes gradually one of important contact and co-ordinating centres in the field of research and development and international expert activities related to geodesy, geodynamics, geographic information systems and cadastre of real estates and geodetic metrology in the frame of the European Research Area (ERA).

Department of GIS and Cadastre of Real Estates

continued in development of products belonging to the MicroGEOS family oriented to creation and maintenance of digital cadastral maps according to actual requirements of the ÈÚZK as resulted from the new legal regulations in the Cadastre of Real Estates and from operating the new Information System of the Cadastre of Real Estates (ISKN).

The MicroGEOS programmes represent nowadays an integrated system serving to updating by new mapping and by pre-processing the existing analogue maps into the uniform state co-ordinate system (S-JTSK). The new system makes use of descriptive information files of the Cadastre of Real Estates in the text format from the ISKN data base in the first place, raster files of existing cadastral maps and the files of co-ordinate registries. Thanks to new controls — the graphic as well as the text data — the MicroGEOS system contributes in an important extent to the ISKN quality of creation and updating. The VÚGTK was co-opted on the request of the ÈÚZK to solving of the next stage of the ISKN upgrading.

The GIS and Cadastre of Real Estate department took part also at solving tasks of the branch of Ministry of Culture of the Czech Republic (Information System of Monuments of Culture) and Ministry of Environment of the ÈR (Hydrologic Information System). In the frame of its economic activities co-operates on creation of programmes using ISKN information to state and autonomous administration bodies and to real estate evidence of firms.

Also the project "Development of MicroGEOS Evolution SM 5" to creation and maintaining the State Map 1: 5000 successfully continued and introduced into practice at the Survey Office.

Department of Branch Information Center (ODIS)

(Surveying library, education, Internet www to users in and outside of branch) took again a step forward in information offered in electronic way. Retrospective digitising of library catalogue was finished and real-time supply of digital catalogue started. Preparation for the ”Jubilee Proceedings to the 50 Years of the VUGTK” by ODIS members is in progress. The proceedings will contain a complex of very valuable actual and retrospective documents and will be edited to the 50th anniversary of VÚGTK. ODIS organised also running courses and seminars to participants from and outside of the branch oriented to the cadastre of real estates, survey engineering in building construction, real estate appraisal, preparation to examinations needed to gain official authorisation in surveying, mapping and cadastre, etc. The VÚGTK organises also courses preparing applicants to official authorisation. Since 2002 the VÚGTK is entrusted on the base of public call to maintaining and further designing of web pages of the CLGE (Committee de Liaison des Géomètres Européens) at www.clge.org.

preserved by obtained results its reputation of foremost workplace in this branch in the Czech Republic. Activities of the Center on Earth's Dynamics Research (CEDR) continued successfully, too. The VÚGTK was entrusted by its co-ordination since the year of 2000. The activities of the Center were successfully completed in 2004 which created chances to participate in similar project in next years. An important contribution of the CEDR consists also establishing closer contacts to prominent working places of the Academy of Science of the Czech Republic (AV ÈR) and universities participating at the project, i.e., especially with the Astronomic Institute of AV ÈR, Faculty of Civil Engineering of the Czech Technical University in Prague, Faculty of Sciences, Charles University and Institute of Rock Structure and Mechanics AV ÈR. The absolute gravimeter at the Pecný Geodetic Observatory of approximately 10 million Czech crown in value that was gained in the frame of this project is now used to operation as well as research applications. This will enable the VÚGTK also to develop other activities, especially in the sphere of geodetic metrology. The Permanent GPS station at the Pecný Geodetic Observatory belonged among the best European working places in this sphere in 2003, too. The testing base of GPS complexes was used to testing of systems in and outside the branch. The Department of Geodesy and Geodynamics prepared also a draft of DGPS net of permanent stations. Its realizing is planned in 2006.

Department of Metrology and Survey Engineering

continued in operation of its accredited calibration laboratory and authorized metrologic center of VÚGTK. Among other accreditations, reaccreditations and interlaboratory comparisons, the VÚGTK kept its position of unique accredited metrologic laboratory to testing geodetic instruments in the field of length and angle in the Czech Republic. It is now preparing to attain a similar accreditation for position and gravity calibration.

VÚGTK is continuing in co-operation with the Czech Institute of Metrology, through which it has to become a member of the European organization for co-operation with European metrologic laboratories EUROMET. The department of metrology has finished the solution of the state standardization task advertized by the Czech Standards Institute (ÈSNI) "Geometric Precision of Buildings", the task of which is to harmonize the respective ÈSN standards with the CEN ones. Furthermore, the VÚGTK is still trying to be commissioned for four national metrology standards keeping (length, angle, position and gravity). In the framework of engineering and surveying activities VÚGTK takes part in installation of monitoring systems designed for observing position changes of the 1st and 2nd blocks of the Nuclear power plant at Temelín (JETE).

VÚGTK takes part at many national and international grants. VÚGTK people are active members of different international teams and working groups.

The year 2004 ended for VÚGTK also with success as regards the economic part. This was done only thanks to extraordinary effort of all VÚGTK members. From the total volume of expenses attaining 40 194 thousand CZK there was 34 063 thousand CZK covered from state budged of ÈR to science and research and grant agencies of ÈR. The EU sources and other activities covered the main activities by 6 194 thousand CZK. It is necessary to pay the up-most attention to financing of science and research.

Thanks to the efforts of all VÚGTK members the rising trend of VÚGTK activities was preserved. There are good preconditions to further scientific and research activities in geodesy, surveying and mapping in the next fifty years in new conditions of one of the 25 EU countries. There are not only new chances for the VÚGTK and the whole Czech science and research, but also demands are substantially increased. We believe that VÚGTK will stand this test even in competition with other EU countries well. The results obtained until now bear the witness to it.

Geographical Information Systems and the Cadastre of Real Estates – 2004

In 2004 the main activity of the department was focused on solution of following projects.

1.  Technological and program ensuring of the MicroGEOS system for renovation of the cadastre, development and maintenance of the system

The program system MicroGEOS Nautil (further MicroGEOS) was developed in Research Institute of Geodesy, Topography and Cartography (VUGTK) as integrated system for renovation of the cadastre by new mapping a revision of original analogue maps into unified state information datum S-JTSK. Import data sets are above all files of descriptive information of cadastre in text format VFK from the ISKN (Information System of Real Estates) database, raster files of existing cadastral maps and text files of co-ordinates registers. After data load is raster files vectorization processed and cadastral map is compared with files of descriptive information with respect to uniformity of both parts of cadastre.

The program system also ensures creation of bases for investigation of parcels boundaries layout and creation of lists of real estates for each sketch of investigation of parcels boundaries layout. A digital form of sketches is completed with data gained by local on-the ground examination and contemporary makes even print output for work in field possible. The program is able automatically prepare a survey sketch for detailed measurement from the sketch for boundaries layout identification sketch. The program creates for whole cadastral district a digital map in the structure and with attributes according to state standard from field sketches upkept in individual files. Automatic connection of the drawing on points with measured co-ordinates an fulfilment of the drawing and parcels of real estate registry in simplified form is ensured by functions of the program that were part of project solution. Individual function was developed for automated renumeration of parcels and creation of comparative compilation that works in three steps, i.e. the concept of the renumeration, map for renumeration and finally the comparative compilation of renumeration from original parcel numbers is processed.

Data controls are important part of the program. This is ensured by the program "Controls" with possibility to check either whole cadastral district or a part. MicroGEOS makes possible to check not only graphic data, but also descriptive information data saved in a database (ORACLE) and make control of interrelations between them.

Transformation and raster viewing are other group of important functions. The raster manager makes possible to choose raster colour and its localisation. The MicroGEOS program contains following raster-transformations: shift, Helmert, affine, B-Coons plate, Jung and TPS transformation. Other functions are raster cleaning, possibility of order change during reloading, coupling, mirroring, deleting etc.

The program tool GROMA for geodetic tasks calculation is very extensive. It works with database where all points belonging to processed area are saved in unified structure of MicroGEOS system. The program these points displays in simple way in graphic system and in calculation forms.

Drawing tools are adapted to digital map datastructure and provide functions for editing and manipulation with elements of digital cadastral map. Other helping tools makes possible vector transformation of points or drawing and dividing of parcel area by needed parameters.

Very often used function, especially during creation of digital sketches, is analytic function for selection of elements in digital map on base of different criteria like display and colour highlighting of parcels of one (or more) proprietors, highlighting of land-use (forests, arable land, vineyards, buildings etc.). There is often a need to get information on proprietor for the parcel displayed in a digital map. This information can be obtained by interactive query into the database. In the same way the area of the parcel from graphic file (by calculation) or by a query into file of descriptive information can be obtained.

Renovation of the cadastre finishes by matching of new information on estimated pedologic-ecological units to all parcels. The system MicroGEOS identifies areas of estimation units and allocates them to appropriate parcels on the base of referential attached design of the layout of ecological units and from new digital cadastral map.

2.  Study of new trends of mapping and cadaster development

The task “Study of New Trends of Mapping and Cadaster Development” was assigned by ÈÚZK and its main purpose was to observe new trends in the branch, optionally in branch of IT development and to analyse possibilities of their use in the department of mapping and cadaster.

The research report describes the problematic that is divided into three parts:

  1. Impact of new information technologies for the surveying and cadaster branch and new mapping methods,
  2. Labelling of ÈÚZK data for needs of they identification
  3. New social needs for cadastral data and possibilities of their use in branch of ÈÚZK.

There are developed wireless devices together with computer communication means. The networks built on these devices can be used in the geodesy for data transfer from the geodetic device to different mobile devices (notebooks, tabletPC, PDA etc.). The chapter “Impact of new information technologies for the surveying and cadaster branch” is dedicated to proposal of such solution for survey data. There are summarised both: the used theory from the branch of wireless networks and the testing works on the devices supporting these technologies there. Possibilities of further development are proposed in the conclusion.

The b) part is dedicated to possibilities of ÈÚZK data protection from unauthorised use. The ÈÚZK branch authorities provide their data to ever-broader number of users and the threat of their unauthorised use and spreading gets still larger. Therefore means, methods and arrangements were analysed to be able to prevent unauthorised use. There are possibilities of use of certified approach, password, authentication URL, opening of file in insecure environment etc. The second part is dedicated to digital signature, electronic mark and time-stamp possibilities and their use in electronic registry.

The last part c) describes possibilities of cadastral data use in the risk management and in the protection of historical monuments. The study also solves possibilities of ÈÚZK data use in these fields including perspectives of their use in commerce sector – insurance companies, Banks etc.

3.  Cadastral districts metadata

There is very important to have prepared high-quality and precise information on the state of the data, surveying and cadaster not only for the effective management, but also for experienced users, potential customers and data users. There have been many different systems to gather and maintain such information in such form, that there is possible to do different analyses and present them in generally respected standards on the web. Such solution is the system on metadata in cadastral districts instead of shared Excel documents. The district database file into that are gathered much information that are sometimes impossible to be gained by another mean. After finalization of migration of cadastral data to ISKN system there were many these information integrated into database of this system. Meta information is bound with graphic information of the overview map. There are other metadata, not only the cadastral ones or cadaster bounded. For example information on valid division of the map into sheets of cadastral map, SMO-5 and there are evidently created other needs. For example on the process of transformation of fathom maps by the global key, on areas with set identical points etc. The reason of the created application is not to make full list of all possibilities, but to propose interfaces, that will have ability to gather and share detailed information, optionally gather these information from active data sources of information systems of other domains with use of provided data interface.

4.  Development and maintenance MicroGEOS SM 5 system and user support

The project object is upkeep and service application software MicroGEOS SM 5 including user’s support. This system is used for administration of State Map 1:5000 (SM 5) in digital vector graphics. State Map 1:5 000 is state map work, which is processing in this new form by year 2001. It is not original map, but it is derived map. SM 5 included based three components – cadastral, altimetry and topographic. SM 5 uses several data sources: Cadastral Map of the Czech Republic, ZABAGEDÒ (Fundamental Base of Geographic Data), GEONAMES (description) and uses color aerial survey photographs of the Czech republic were made for public institutions in the Czech republic.

In year 2004 was created new modules for software application MicroGEOS SM 5 for issue of SM 5 with bar code and completed with control of surrounding map sheets of SM 5 interfaces. Module of controls was completed with automatic deleting some errors together. Another task, which was made in 2004, was made processing SM 5 in GML and confirm this technology in many other software platforms. SM 5 metadata, first of all were made in 2003, was completed with part of SM 5 R metadata (raster version of SM 5).

5.  Saving of ZABAGED data structures into unified data warehouse of CUZK topographic data

The project is continuation of 2003 task solution "Solution of selected problems bound with ZABAGED actualisation" and is focused on possibilities of data integration and generalisation in connection with European attitude in this domain. In generalisation domain is main attention paid to study of new data sets integration possibilities, setting of general integration principles and integration requests. The project was focused on the study of generalisation methods and research of new methods appropriate for automated generalisation of administrative boundaries. Futhermore there was created a testing module for generalisation of administrative boundaries, building shoulders and rectangularity of buildings in the frame of the project.

6.  Management of geographical information and knowledge

The purpose of the project is to create a complex system of GIS mangement and its use in practical applications, to solute creation, saving and distribution of large data files of the cadastral, state map etc. types. This project is part of the "Information society" program managed by Academy of Science of the Czech Republic.

7.  Mobile data acquisition for RT mapping

The purpose of the project is to propose methods of geodata acquisition and consecutive server services in frame of ambient mobile intelligence for adaptable distributed mapping in RT. This project is part of the "Information society" program managed by Academy of Science of the Czech Republic.

8.  Navigation and logistic systems on the IP base

Basic purpose of the project is creation of modular logistic GIS system that will solve for needs of Czech applied industrial research and for selection of optimal practical solution for the energetic and transport telematics.

9.  NATURE-GIS

The GIS and Cadastre of Real Estates department co-operates on solution of the EC project NATURE_GIS, whose purpose is to create thematic network of organisations dealing with nature protection and protected areas care and use of GI in the nature protection.

10.  Economic and business activities

In 2004 the economic activities were focused mainly on the scanning, transformations and digitising of large scale maps. The training activities were increasing for both - departmental and non-departmental organisations. The business activities were focused on the selling of our products Informace KN and DIKAT.

In frame of economic activities were also orders from NESS company carried out. They dealt with integration of some products into ISKN system.



VÚGTK - Department of Geodesy and Geodynamics in 2004

The activities of the Department of Geodesy and Geodynamics/Geodetic Observatory Pecný in 2004 were based on the contracts between the RIGTC and the Czech Office for Surveying, Mapping and Cadastre (ÈÚZK) and financed by the Council on Science and Research of the Government of the Czech Republic through the ÈÚZK. Several projects were supported by the grants rendered by the Ministry of Education, Youth and Sports of the Czech Republic, by the Grant Agency of the Czech Republic and also by the General Directorates of the European Commission (action COST716, FP5 projects TOUGH and CERGOP2).

The department was involved in both the fundamental and applied research in geodesy and related fields. The applied research was directed to meet the requirements of the National Mapping Agency of the Czech Republic and of its organizations. The experimental fundamental research was harmonized with some currently running international projects emphasizing the participation in international scientific services.

The Center on Earth´s Dynamics Research (CEDR), established in 2000, was an important part of the department. After five-year existence its activities expired at the end of 2004. It was a successful five-year joint project of five institutions: Research Institute of Geodesy, Topography and Cartography (Geodetic Observatory Pecný), Astronomical Institute and Institute of Rock Structure and Mechanics (both Academy of Sciences of the Czech Republic), Faculty of Civil Engineering, Czech Technical University Prague and Faculty of Sciences, Charles University Prague. The CEDR was supported by the Ministry of Education, Youth and Sports of the Czech Republic by the grant No. LN00A005 “Experimental Research of the Dynamics of the Earth and Its Surface”. This support is greatly acknowledged by all involved participants.

The staff of the department in 2004 were 18 persons (12.6 converted to full-time), 15 of them were researchers (10 converted to full-time employees). They submitted 33 publications (partly as co-authors), 6 research or technical reports and held 36 oral presentations.

In the following the projects the department dealt with in 2004 are briefly reviewed.

A) Projects supported by dedicated finances

1) Building up multipurpose GNSS stations in the regions Ostrava (north-east Moravia) and Cheb (west Bohemia) intended as a part of the experimental and research GNSS network of the Czech Republic. Along with EPN stations the network should serve the projects oriented to local and regional geodynamics, meteorology but also different user groups interested in GIS, transport or engineering applications.

2) Project of the national GNSS permanent network - realization phase. Based on the initial project of the national multipurpose GNSS network submitted and approved in 2003, the realization was started in 2004 in cooperation between the Land Survey Office and the RIGTC - DGG/Geodetic Observatory Pecný. The final state will be 24 permanent GNSS stations regularly distributed over the territory and located at the objects of cadastral offices using their infrastructures. Different positioning services on different accuracy levels will be provided including postprocessing and real-time applictions including RTK. By the end of 2004 six stations were operational.

B) Projects supported by institutional finances

1) Fundamental research in boundary value problems of physical geodesy, developing mathematical methods for the determination of the gravity field and the shape of the Earth, an improved assessment of the parameters of the Earth´s gravitational field and orientation of the Earth in space by combination of heterogeneous data (cooperation with GFZ Potsdam and NOAA).

2) Improvement of the quasigeoid model using new data acquisition. A series of the new models for the Czech Republic and for Central Europe was released in 2004. The models are based on combination of terrestrial gravity and elevation data and recent geopotential models coming from CHAMP and GRACE satellite missions.

3) Amendment of the horizontal, vertical and gravity control networks of the Czech Republic and their alignment into European systems. The project covers the works on high-degree densification of the ETRS89 in the Czech Republic, on EUVN densification (national geodynamical network) and repeated absolute measurements in the Czech Republic and in Slovakia as well as intercomparison absolute measurements. Regional GPS campaigns (CEGRN/CERGOP-2) and special international GPS/levelling campaigns are also included. Attention is paid to the ECGN project.

4) Operation of the Geodetic Observatory Pecný (GOP) and its analysis and data centres, operation of the EPN GPS stations, running analysis centers EUREF GOP and the gravimetric laboratory GOP included in 2004 the following activities:

Metrology and Survey Engineering

Department of Metrology and Engineering Surveying

took care of activities connected with accredited calibration laboratory of VÚGTK. In the framework of other accreditation, re-accreditation according and inter-laboratory comparisons, VÚGTK has kept its position and is still the only one accredited metrology laboratory for verification of geodetic instruments in the field of length and angle, and is now preparing necessary documentation to attain a similar accreditation for posotion and gravity calibration. In the field of External activities VÚGTK espablished new contacts with Metrology Center in Lithuania and with the Military geographic and hydrometeorological office.

VÚGTK is continuing in cooperation with the Czech Institute of Metrology, through which it has become a member of the European organization for cooperation with European metrology laboratories EUROMET, REGMET and his engaged in activities of FIG Commision 5 Instruments and methods. The department of Metrology has finished the solution of the state standardization task advertised by the ÈSNI (Czech Standards Institute) “Geometric precision of buildings”, the task of which is to harmonize the respective ÈSN standards with ISO ones. Furthermore VÚGTK is still trying to be commissioned for 4 national metology standards keeping (length, angle, position and gravity).



Branch information Centre of the Research Institute of Geodesy, Topography and Cartography (VÚGTK)

The task of the VÚGTK Branch Information Centre is realizing the information system serving to the branch of surveying, mapping and cadastre, cartography, GIS and all related branches. The working range was given by the Contract on takedown of institutional and special purpose financing between the Czech Office for Surveying, Mapping and Cadastre (ÈÚZK) and VÚGTK for the year 2004.

Tasks of ODIS in 2004:

Services of Surveying Library of ODIS VÚGTK

The VÚGTK Surveying Library includes over 40 thousands bibliographic units, over 80 thousands bibliographic records and is the unique library of our branch as regards its extent in the Czech Republic (it cannot be substituted in ÈR). The library gained certification about its entry in the library registration according to the Librarian Act as Surveying Library VÚGTK — a specialized library on the base of elaborated documentation and fulfilling strict conditions from the Ministry of Culture already in the year 2002.

Its task consists in maintenance of the library, in gathering and information processing of literature and professional information. It is further evaluation of literature, creation of catalogues, annotations of articles and monographs, archiving of reports and branch documentation in the branch library (regulations, travel reports,...) lending procedure. Acquiring and buying of inland and foreign monographs and periodicals, standards, reports, bulletins, statutes of ÈR and other documents regarding the whole branch and the branch orientation of the library. There is a digital catalogue of monographs, proceedings, journals and professional articles accessible on WWW in Internet (the largest digital catalogue accessible in Internet and specialized to our branch in the world). It may be listed in the library catalogue and records of publications and professional articles may be searched on Internet as well as own researches made.

Statistics of library for 2004:

The study room and basic librarian and reference services of the library are given every working day from 8.00 to 15.00 hours to everybody without any limitation including possible using of reference library and free access to Internet. Searches of larger extent with copies of articles and reproductions are charged according to real expenses. Loans are free of charge.

Development of automation of surveying library of ODIS

Routine operation system of full extent in digitalized secondary library fonds was achieved. Performance of the system is fully secured and principal errors of the catalogue were removed. The whole library catalogue is made accessible on Internet.

Services of integrated virtual Surveying Library to remote users starting in 2003 continued in 2004, too. There are in the first place the Document delivery services (DDS) — copy sending on request of a document to the reader’s address. Updating of the digital catalogue accessible on WWW ODIS took place successively, data controls and corrections of the digital catalogue, variations of all items that could be validated in all records of the digital catalogue and continuous upgrade of the librarian SW system.

During 2004 till the 12th December 9 785 accesses to the WWW title page of the library catalogue were registered and 93 922 enquires answered to the sole calalogue on WWW, while during two weeks only, namely from 10th to 23rd May 52615 enquiries to catalogue were registered.

ODIS Information activities of ODIS, development of ODIS WWW pages

Information activities of ODIS, development of WWW pages of ODIS consists of research, expert, and consultant services, consultations, informing about Survey Library funds, library information and reference services and editing of the librarian journal "Novinky Zemìmìøické knihovny" (NZK). It belongs here also support of most recent information technologies in the branch — development and administration of VÚGTK connection to the network of national research CESNET2, operational securing of VÚGTK WWW pages, development of ODIS WWW pages etc. Finally, it includes autonomous editorial activity and arranging professional workshops and courses.

The magazine Novinky zemìmìøické knihovny (NZK) informing in the Czech language about news in library is accessible at: www.vugtk.cz/nzk/ where all numbers of the magazine since 1977 are displayed. This magazine is also offered as bimonthly in paper edition. It includes regularly three parts of total content of approximately 70 pages of B5 format. The Surveying Library publishes here abbrighted translations of important and interesting foreign professional articles. It also refers on new professional foreign and inland literature obtained and offered to readers. this is made as annotating records with abstracts (at present approximately 160 records in every number) and library incremental register during last two month period. As a variable annex the updated offer to courses and workshops held for institutions and private entrepreneurs in the branch of surveying, mapping and cadastre of real estates. At present its 34th year is being edited. Abbreviated translations and annotations of monographs and articles from journals can be searched on Internet according to branches in which they are classified as well as combined with the respective number of NZK in which they were published. New bibliographic items obtained can be searched in an overview as well as according to individual numbers of NZK in which they were published.

During 2004 only numbers 1 to 4 / 2004 were edited with increases for the period January to August 2004, the number 5 for September and October is in press, number 6 / 2004 for the period November and December 2004 is in preparation.

Advancing support of most recent information technologies in the branch ODIS takes care of development and administration of connecting into the Network of National Research CESNET2. A new and more quick line 5MBit/s of netto data flow was put into operational stage using new retranslation station on the telecommunication tower at Klecany. It was verified by control measurement that the real translation velocity lies according to external conditions usually in the range of 3.5 till 4.5 MBit/s of the data flow. Further it includes development and administration of a new LAN VÚGTK network of star-shaped type made in 2003 and having its speed of 100 to 1000 MBit/s with optical backbone * spine * connecting both wings of the building at Zdiby. With all of this development and securing of operation of WWW pages of VÚGTK, ODIS and other bodies presented on the VÚGTK server is involved, too. It deals, e.g., about following organisations: CLGE - The European Council of Geodetic Surveyors, ÈNKGG - Czech National Committee of Geodesy and Geophisics, etc.

A separate part of ODIS works represent editorial activities - editing of ODIS publications. In 2004 following titles were prepared to be edited:

  • Proceedings of scientific work of VÚGTK to its 50th anniversary which will have approximately 200 text pages,
  • CD-ROM information "Surveying, Mapping and Cadastre IV".

There are still at disposal ODIS publications of earlier dating which were not yet sold out. More detailed information about offered ODIS publications of VÚGTK may be found at www.vugtk.cz/odis/index_nab.html.

ODIS carries on educational activities as professional workshops, courses and lectures focussed mostly to cadastre of real estates. During the first half of 2004 following workshops were organized:

  • 3x: Consultation workshops for applicants of the Examination of professional ability to the official licence to authenticate results of surveying and mapping activities -- on 13th till 15th January and also on 4th till 6th May and 21st till 23rd September 2004 in Prague.

  • * Records of changes in legal relations in the cadastre of real estates focused to requirements on legal papers submitted to cadastral offices -- on 23rd February in Prague.

Professional material to all workshops was elaborated and on own expenses obtained with exclusive copyrights. These workshops have traditionally high presence numbers and are very positively appreciated by the public. Providing and publishing of information sources related to surveying, mapping and cadastre as obtained from media

In this newly in 2004 introduced task consisting of completing of obtained primary and secondary information sources of ODIS Surveying Library it is the question of monitoring of media. This way the creation of the information data base serving to research, development and administration in the branch of surveying, mapping and cadastre in the Czech republic is enlarged. By this way an information vacuum is removed. It is based on the knowledge that insufficient amount of needed information prevents proper and effective working or proper understanding of problems in all their consequences as natural results of specialized activities. Application of full monitoring of Czech media collecting necessary information by an interdisciplinary way enables thus to have a complex view on problems. It is expected that especially the branch of the ÈÚZK will expand its information sources by this media monitoring service and this will result as feedback in further and higher requirements on professional level of its employees.

It is necessary to offer as the main output by the ODIS Surveying Library of VÚGTK the quickly and reliably performing information service with the most possible accessibility to serve to leaders and chiefs of research and professional projects and organisation management in the branch of ÈÚZK as well as other specialists in surveying, mapping and cadastre.

Term of operational start was stated the 1st January in the contract between ÈÚZK and VÚGTK with continuing updating on every working day. The service was operational on the given date and everyday updating takes place. The service is accessible on Internet at ODIS WWW as URL: www.vugtk.cz/vystrizky/.

A new contract valid since 4th November 2004 was signed with media monitoring supplier -- that is with Newton IT. This contract respect the Copyright Law and requirements of supplier in its statement that media monitoring user may be only registered readers of the ODIS Survey Library of VÚGTK. Such solution is enabled by the possible on-line registration to WWW services by readers. The range of media monitoring was simultaneously extended substantially to practically all Czech daily newspapers and weeklies inclusive the regional ones, to television and radio stations, where all news programmes and to Czech internet news servers. Exact list of monitored media with a list of key words is given on WWW pages of the service.

During 2004 till 12th December 13 333 accesses to media monitoring pages were recorded. Introducing of obligatory registration of reader-user since the beginning of November did not caused any decline in interest of this service. On contrary, it was increased. Nowadays, approximately 300 accesses are registered on these pages every week.

Application of the XML in state administration of surveying, mapping and cadastre

The project is planned to years 2002 - 2004. In 2004 it consist of two partial projects:

* XML applied to ZABAGED,

* thematic area of surveying and mapping and branch information service

Partial project No. 1:

The project is imposed to finishing of ZABAGED exchange format in XML/GML form in cooperation with the Land Survey Office (ZÚ) that was started by the ZÚ in 2003.

Term: 31st December 2004

Resulting solution: proposed structure of ZABAGED exchange format, technical report.

During the first half of 2004 consultations with ZÚ representatives (Vratislav Plischke, Bohumil Vlèek) took place with one participation of ÈÚZK (František Krušina). Working process was agreed during these consultations. It consisted in agreement that the ZABAGED section of ZÚ shall deliver the first proposal of ZABAGED exchange format to ODIS VÚGTK as XML/GML form. This proposal will be analysed in VÚGTK and commentaries should be taken over to be used in ZÚ. Then its structure description and technical report will be done in VÚGTK.

We used GML data delivered by ZÚ to VÚGTK on 5th August 2004 and ZABAGED object table seen on WWW pages of ÈÚZK during proposed structure of exchange format and following recommendations. Also consultations with ZÚ employees of ZABAGED section were realised. Due to the fact that the ZABAGED exchange format should serve in the first place to data exchange, i.e., to enable data reading of at least the most common software products, we tested various types of GML documents on selected software products. Results of testing together with recommendations and structure proposal are obtained in the Technical report No. 1068/04 "XML application in ZABAGED". This report includes also XSD schemes to ZABAGED and OGC (OpenGeospatial consortia). The main recommendation is to realise at least fundamental steps to enable easy data transfer of ZABAGED to the software of ESRI that is used mostly in state administration.

Partial project No. 2:

Solution of the second part of the project belongs to the area of surveying, mapping and information service. The main reason of the part of research project in 2003 was to demonstrate the possibilities of XML applications in surveying, mapping and information service. Important advantages of web services according to international standards were mentioned. Model functional application to geodynamical analysis of deformations was elaborated that is presented on-line as a web application, showing thus possibilities of XML interface and WMS (Web Map Services). Following procedure in project solution for 2004 was proposed.

In 2004 work continued according to project tender on creation of uniform structure of XML data sets to selected problems in the branch of surveying and mapping focussed on computing problems (geodetic networks, transformations, deformation analyses etc.). These applications are supported by their publishing on VÚGTK WWW pages: http://www.vugtk.cz/xml/ where descriptions of XML format, DTD, model data and other explanations form together with references to other XML descriptions the XML repository of surveying and mapping.

Work on finishing of created XML model programming application of geodynamic analysis of deformations continued. There was mainly securing of data inputs to XML format application, securing cooperation of this application with other WMS and several small modifications.

In the second half of 2004 it was first of all forming of the pilot project to next model applications of handling with such XML data sets in the branch of surveying and mapping that are applicable and with Internet services. Based on various criteria of selection basic problems were selected. Their common element is mainly conversions between coordinate systems, units and map series (finding position of a point in different coordinate in the frame of different map series on the territory of the Czech Republic). Factually it could be cases of following problems:

Results obtained together with the pilot project of other model programme applications are described in detail in the final Research report No.1067 / 04 "Application of XML in Surveying and Mapping".

Contributions gained from solution of ODIS fundamental tasks

Contributions are based mainly on fundamental role of obtaining and collecting of professional information that cannot be anyhow substituted, in evaluation of such professional information, its successive propagation and publication. By such way and by forming of metadata, annotations and catalogues an information system of branch professional literature is created. As regards support of new information technologies as, e.g., the XML applications -- this represents an applied research enabling better readiness to meet their expected evolution and easier handling during introducing and implementation of new services and information technologies in the praxis.
