The goal of this annual report is to inform general public of surveyors on results of the Research Institute of Geodesy, Topography and Cartography (VÚGTK) activities achieved in 2002.

In the second year of the third millennium (and 49th year of its existence) VÚGTK paid above all its attention to solving Research & Development (R & D) tasks connected with main activities of bodies and organizations of its constitutor, i.e. the Czech Office for Surveying. Mapping and Cadastre ÈÚZK). VÚGTK continued in fulfilment of its vision, the goal of that is to confirm the VÚGTK position as an expert center for branches of surveying, cadastre, geodesy and cartography for ÈÚZK department, academic institutions, and private sector in the Czech Republic (ÈR). In the framework of ÈR joining in EU structures, VÚGTK successively becomes one of significant contacting and coordinating centers in the area of R & D and international expert activities for geodesy, geodynamics, geographic information systems, cadastre, and geodetic metrology.

Department of Geographic Information Systems (GIS) and Cadastre of real estate (KN)

continued in development and modifications of MicroGEOS program products for creation and maintenance of digital cadastral maps according to special ÈÚZK requirements resulting from new legislation in KN, and new hardware (HW) and software (SW) facilities of ÈÚZK working sites.

For insuring a wide program of cadastral maps digitization a program system MicroGEOS-Vector, including the technological process, was elaborated. In cooperation with ISKN (Information Systems of Cadastre of real estate) working teams the development of program communication assurance between programs for KN in VÚGTK and in ISKN continued. Problems connected with data migration and exchange formats were successfully solved. Thanks to good cooperation between VÚGTK, ÈÚZK, and individual technical and organizational sections of Cadastral Office I (KÚ I) all the significant tasks were fulfilled in desired time terms.

The GIS and KN department cooperates also in solutions of tasks for the Ministry of culture of the Czech Republic (Cultural monuments information system) and the Ministry of environment of the Czech Republic (Water resources information system). VÚGTK also significantly cooperates in program creation for utilization of KN information for state administration bodies and self-governments, and for business registry of real estate.

Department of Branch Information Center (ODIS)

(Surveying library, education, Internet - www for VÚGTK, ÈÚZK, Land Survey Office (ZÚ) in Prague, and all KÚ I and KÚ II) reached progress in the area of electronically provided information. Retrospective digitization of the library catalogue was finished, and the document processing for CD-ROM "Surveying, mapping and cadastre IV, 2003 - 2004" has been started. A set of very valuable actual and also retrospective documents will be included in this CD-ROM. ODIS organized also running courses and seminars designed for like branch, like out of branch participants oriented to KN, geodetic construction works, assessment of real estate, preparation for examination relative to license getting in the branch of surveying, mapping and cadastre etc. In the framework of its information activities ODIS provides running creation and updating of web sites of all authorities and organizations of ÈÚZK department, i.e. besides ÈÚZK, ZÚ in Prague, VÚGTK, also more than 100 cadastral offices of I. and II. type. To the close of 2002 VÚGTK has been commissioned, on the basis of a competitive procedure, for maintenance and further development of the CLGE (Comité de Liason des Géometres Européens = The European Council of Geodetic Surveyors) web sites.

Department of Geodesy and Geodynamics

has still belonged to prominent workplaces of this branch in ÈR, thanks to achieved results. Also activities of the Research Center of the Earth's Dynamics have been successfully developed, coordination of that VÚGTK is since 1.7.2000 commissioned. To other organizations cooperating with this Center in solving its tasks belong: Astronomical Institute of the Academy of Sciences of the Czech Republic, Faculty of Civil Engineering of the Czech Technical University in Prague, Faculty of Science of the Charles University in Prague, and Institute of Rock Structure and Mechanics of the Academy of Sciences of the Czech Republic. Results of the Research Center achieved until now, are appreciated very favorable. The absolute gravimeter of the value of 10 mil. Czech crowns (CZK), placed in the Geodetic observatory Pecný, is now utilized so for operational as for research tasks. Results of measurements are at disposal for needs of workplaces in ÈR and also international centers. The permanent GPS station in the Geodetic observatory Pecný was in 2002 again evaluated as one of the best workplaces in this area. A testing baseline of GPS complexes has been put into operation. One of the first systems verified at this baseline in 2002, was the system of private businesses - bys@t.

Department of Metrology and Engineering Surveying

took care of activities connected with accredited calibration laboratory of VÚGTK. In the framework of other accreditation, re-accreditation and inter-laboratory comparisons, VÚGTK has kept its position and is still the only one accredited metrology laboratory for verification of geodetic instruments in the field of length and angle, and is now preparing necessary documentation to attain a similar accreditation for position and gravity calibration.

VÚGTK is continuing in cooperation with the Czech Institute of Metrology, through which it has become a member of the European organization for cooperation with European metrology laboratories EUROMET. The department of Metrology has finished the solution of the state standardization task advertised by the ÈSNI (Czech Standards Institute) "Geometric precision of buildings", the task of which is to harmonize the respective ÈSN standards with CEN ones. Furthermore VÚGTK is still trying to be commissioned for 4 national metrology standards keeping (length, angle, position and gravity). In the framework of engineering and surveying activities VÚGTK takes part in installation of monitoring systems designed for observing position changes of the 1st and 2nd block of JETE (Nuclear power plant Temelín).

VÚGTK also takes part in solution of a series of national and international grant tasks. The VÚGTK workers are active members of various international teams and working groups.

The year 2002 concluded for VÚGTK successfully also as to economical aspect. This was achieved thanks to extraordinary effort of all VÚGTK workers. The total volume of expenses was 38 291 thousand CZK, from this amount only 27 827 thousand CZK was covered by means of the ÈR state budget designed for R & D. The remaining 10 952 thousand CZK was paid from contributions for solving national and international tasks, and from results of economical activities. For the next time period this financial situation regarding R & D has to be under an increased control.

Thanks belong to all VÚGTK workers and also all cooperating institutions for keeping a good reputation of VÚGTK and creating conditions for sustainable development of R & D in the field of geodesy, surveying and mapping, cadastre of real estate and GIS.
