Výroční zpráva VÚGTK za rok 2002

The GIS and KN department was focused on creation and getting practical experiences with the new database structure for saving graphical and non-graphical cadastral data for ČÚZK. Data exchange from the created database to the structure of the new artificially developed data format for the Information system of cadastre or real estate (ISKN) will be ensured. According to this fact all application of technologies for renovation of cadastral documentation with digitization of non-metrical cadastral maps and with new mapping were changed.

The GIS and KN department also solved projects for the Ministry of environment of the Czech Republic, Ministry of culture of the Czech Republic and Ministry of foreign affairs of the Czech Republic.

Economical activity of the department is composed of a great deal of activities and was focused on distribution of program systems Informace KN for work with descriptive data of cadastre in the new exchange format and on distribution of the program DIKAT (for creation and upkeeping digital maps). Economical activity was amended with creation of coordinate-oriented raster data with vectorization and scanning of analog base.

Main activities and their results

1. MicroGEOS Vector
   MicroGEOS Vector is a program system for renovation of cadastral documentation with digitizing non-metrical cadastral maps.



2. MicroGEOS Map
   It is a program system for renovation of cadastral documentation with new mapping.



3. Raster transformation
   Raster transformation is a new created function group that replaces I RAS/B program with the program created in VÚGTK for work with raster files.



4. Control system of VÚGTK program products for file of descriptive information and file of survey data
   The function Area check enables to detect mistakes of area objects. Results of calculations are saved in protocols.



5. MicroGEOS SM5
   MicroGEOS SM 5 is a program system as graphical superstructure of MicroStation SE. It is developed for creation of the national map 1:5 000 in digital form. It enables mass data editing, input files editing and automated creation of marginal information.



6. Adjustment of geodetic networks
   A system for adjustment of local geodetic network testing by using the least square method was finished. The program enables positional and nivelation adjustment separately. The program provides also many characteristics of accuracy and check-data.



7. Including historical map series into the system DIKAT-P
   For the State institute for monument care the system DIKAT-P for detailed localization of immobile cultural monuments was updated and filled with raster data of cadastral maps.



8. System of arrangements of river basins to decrease harmful inundation effects
   The goal is to develop a GIS application - the project that solves the problem of data sets utilization in ČÚZK department, possibilities of photogrammetry and GIS technology for creation of hydrological documentation for decrease in harmful effects. Data sets are as fundamental base of geographical data, cadastral maps, orthophotomaps and other files. GIS is demonstrated in a part of Southern Bohemia. An important part of solution was to propose technology for taking inundation lines in the digital model and set the export structure of data. The task continues in 2003.



9. Design of a new code system of geographical identifiers of Water Streams
   The project was solved for Water management research institute and its output is the design of a new code system of geographical identifiers of water streams with a special respect to the system of their identification codes. The project solves geographical identifiers in digital data representation and corresponds with the European coding system and its characteristic.



10. XML for Fundamental base of geographical data (ZABAGED) and Cadastre of real estate of the Czech Republic
    In the task XML use for visualization of cadastral data and creation of design of ZABAGED exchange format in XML or GML was solved. In the case of cadastral data a web server will be created which will enable through web services and GML to connect distributed data and save them in a given place.



11. Photogrammetry use for water management purposes
    The main goal is to affirm possibilities of photogrammetry use for background gathering for creation of thematic layer of inundation areas on the base of ZABAGED. The basic parameter describing the effectivity of photogrammetry use is setting the needed accuracy.



12. Database maintenance and updating of triangulation and densification points data
    In cooperation with Survey institute a manual for database upkeeping and update of data of triangulation and densification points was created. There are defined program background, basic rules of creation and upkeeping of database information and processes for data distribution. The database contains also descriptive (non-graphical) data with direct link to graphical data.



13. Estimation of the mean error of a parcel of land area
    For work in cadastre of real estate and for consideration of transformed raster accuracy and following parcel of land area calculation the report on estimation of the mean error of a parcel of land area was created.



14. International cooperation
    According to goals of development help of the Ministry of foreign affairs of the Czech Republic the project "Information sets of cadastre of real estate in Uzbekistan" was executed. The main output was the two-day seminar on cadastre of real estate in Tashkent. The program of development help is supposed to continue in following years.



15. Economical and business activities
    The activity in 2002 was mostly focused on scanning, transformation and vectorization of large-scale maps and different graphical bases. The range and profits were higher than in 2001. Education activities as trainings also increased. Business activity was focused on selling our own products Informace KN and DIKAT. Both products are to by now largely upgraded and changed, but in 2003 lower economical result is expected because of covering costs of programming and testing new products.
