RESEARCH AND DEVELOPMENTAL DESIGNS OF VUGTK AT THE CENTURY BRAKE

1. Introduction

In the last period the Research Institute of Geodesy, Topography and Cartography (VUGTK) focused its research and developmental (R+D) activities [1] on the solution of
  1. research projects: Establishment of the Automated Information System of Geodesy and Cartography, Modernization of the Information System of Surveying, Mapping and Cadastre (Czech abbr. ISZK), Central ReGIStry of Historical Monuments and their Territorial Localization,
  2. scientific projects: Geodesy and Dynamics of Earth, Time Changes of Controls,
  3. developmental project: Development, production and installation of the Automated information-measuring system HYNI, INVA of VUGTK at the Nuclear power plant Temelín.
On the base of results obtained at problems solved, experience acquired, general R+D trends, that are appearing in the branch of surveying, mapping and cadastre, and also on the base of expected requirements of operational practice in this branch, VUGTK prepares orientation of its R+D activities at the century break.

The goal of this contribution is to bring near the main designs in the given branch.

2. Essential results achieved

2.1 The object of research projects solution connected with preparation of ISZK establishment [2] were above all technological procedures and software tools (SW) for the subsystem of basic control (Czech abbr. ZBP), and the subsystem of cadastre of real estate (Czech abbr. AN) [3].

For establishment and maintenance of geodetic points database of horizontal control [4] and gravity field [5], the technologies and respective SW apparatus were elaborated. Results have been introduced and now are step by step realized in operational practice of the ZAP CR data manager, at the Land Survey Office (Czech abbr. Z.) in Prague.

The programming system INFORMACE KN [6] was elaborated for conversion of former written documents of real estate reGIStry to descriptive information file (Czech abbr. SPI) in digital form. The system has been introduced at all workplaces of cadastral offices in CR and it serves with various adaptations to mediate information above all of AN between offices in their everyday business. A number of technological procedures were designed for conversion of till mostly analog AN maps to survey information file database (Czech abbr. SGI) of AN. Designs for digitization of maps maintained till now at 1:2880 scale are mostly discussed, and these maps are intended to cadastral map - digital (KM-D) form conversion [7].

For creation and mainly for SGI AN database maintenance of digital cadastral map (DKM), so as KM-D, the programming system MicroGEOS including MicroGEOS-Review has been developed on the base of general graphic SW MicroStation [8]. The MicroGEOS system is at all cadastral offices in CR at disposal. It is systematically maintained and still supplemented with new modules (e.g. the last for introducing and maintenance of soil valued ecological units (Czech abbr. BPEJ)).

For needs of establishment and maintenance of the reGIStry of cultural monuments database the SW system DIKAT-P [9] has been developed and operationally verified. This system keeps the full SW and data compatibility with the MicroGEOS system. It enables among others the direct updating of monuments protection data maintained in AN at individual cadastral offices.

2.2 As a result of scientific projects solution in the domain of geodetic controls and geodynamics was mainly the realization of the European Terrestrial Reference System ETRS-89 in CR. By means of scientific SW the adjustment of GPS space networks was realized [10]. A transform key was defined for 174 basic identical trigonometric points, between S-42/83 and ETRS-89, by help of that all points of CR triangulation network were transformed into the European system [10]. Our institute had a significant part in elaborating the project and in establishment of National geodynamic network [11]. The geodetic observatory of our institute has become a part of the International GPS service for geodynamics - a permanent station of IGS service, and the local analytic center of the European program EUREF [12]. Significant theoretical works in the area of satellite altimetry and mathematical methods of physical geodesy [13] were provided. Works on creating a more precise model of detailed quasigeoid of CR were started. In the section of international cooperation our institute took part in solution of the international project "Geodynamics of Centre Europe" (CERGOP) realized within Centre European Initiative (CEI) with EU support [15]. VUGTK provides the international coordinator function in CEI, section C1 "Connection of geodetic networks" and others [16].
2.3 The object of solution of the developmental project Automation of branch library [17] was mainly an analysis of the current state of library and its services. The way of digitization of library catalogue was determined and after an expert choice the automated library SW system TINLIB was purchased. Digitization of about 40 000 records of library catalogue was started, and later also bibliography records will be successively digitized, and both will thus commonly create the database of library system needed. This database will be available (accessible) to public on a server at the library place, so as in the Internet network on the ČÚZK server located at Czech technical university (Czech abbr. ČVUT) in Prague. One half of the library catalogue has been already digitized and now it is also with purpose-issued publication of VUGTK "News of surveying library" accessible to public in the Internet.
2.4 In the framework of the project Development, production and installation of the Automated information-measuring system HYNI, INVA of VUGTK at the Nuclear power plant Temelín, this system has been developed in VUGTK [18]. It was made in the VUGTK prototype workshop, installed and brought into operation at the turbo-generator of the I. block of JETE, on power block and also reactor bench plates. Resultant parameters of this information-measuring system were tested by independent methods and the fulfilment of projected preconditions was evidenced. The resultant data structure, format and also the reached accuracy comply with Westinghouse requirements. ČEZ-JETE a.s. is the investor, VUGTK the supplier general of system.
2.5 Economic results of VUGTK achieved in the period 1992-1997 are expressed (in thousands Czech crowns) in the following table

3. Research and developmental designs of VUGTK at the century brake

Research and development in the branch of surveying, mapping and cadastre at the century brake should be concentrated in four main developmental domains:
  1. Innovations elaborating in the digitization process of geodetic information of the cadastre of real estate
  2. Opening up the latest knowledge and integration in the section of improving controls and geodynamics
  3. Assertion of new conception of system quality in this branch
  4. Implementation of automated conception of information processing and propagation in this branch

3.1 Research and developmental aspects of digitization of survey information file of the cadastre of real estate (SGI AN)

3.2 Research in the area of controls, global and regional geodynamics

3.3 System of quality control in the branch of surveying, mapping and cadastre - reconstruction of technical normalization and standardization

3.4 Modernization of information processing and propagation in the branch, activities in the Branch information center (Czech abbr. ODIS)

4. Conclusion

The further development in the given domain will above all depend on the assertion and enforcement of several key operations:

Completion of the databases filling process of all ISZK subsystems and ensuring their updating. The question is especially the process of SGI AN digitization and finishing the data conversion of basic vertical and gravimetric controls to a new system.

A consistent unification of all used SW tools, above all their transformation into the environment of uniform database (ORACLE) and operating (Windows NT) systems and ensuring the full SW compatibility. Enforcing the consistent digital data protection of subsystems, and intermediation of their distribution in the form of remote data transfer.

Enforcement of the European reference frame of a new generation. Finishing the establishment of the National geodynamic network in connection to similar networks of neighbouring countries including the integration of purpose-defined observation campaigns. In addition to it finishing the mathematical construction of detailed quasigeoid in national and international environments for application of three-dimensional GPS techniques utilization.

To cape with automation of the branch library together with all impacts on library services and electronic intermediation of information.

The VUGTK supposes the assertion of its activities in the given domain in a form of R+D projects considering that the existence of the institute as a "allowanced" establishment, and the own contents of working activity of the institute is determined as a matter of fact by the founder since the date when the act No.2/1995 Coll. has come into force.
